Immigration Fraud: In 2010, the Norwegian Directorate of Immigration (UDI) implemented DNA tests for Somali childless couples applying for family reunification after an investigation showed that 40% of such pairs were actually siblings, not married couples, a form of identity fraud to gain residency. Investigations in 2015 also revealed that some individuals claiming to be refugees from the Somali civil war were actually residents of neighboring countries; several of these individuals and their offspring subsequently lost their Norwegian citizenship.
Welfare/Social Assistance: Reports have noted a high reliance on social assistance among Somali immigrants in Norway (with one older statistic putting the number at 73%). While high usage of social services does not inherently imply fraud, authorities have investigated individual cases of fraudulent acquisition of benefits.
Aid Fund Embezzlement: In 2021, the Norwegian Church Aid (NCA) detected a case of embezzlement within its Somalia office, resulting in a loss of 4.7 million Norwegian kroner in funds provided by Norad (the Norwegian Agency for Development Cooperation). The NCA fully repaid the embezzled amount to Norad and implemented organizational changes to improve financial and risk management.
General Corruption: Norway has also provided direct salary payments to hundreds of Somali civil servants through an external accountancy firm to bypass corruption within the Somali government structure and ensure the money reaches the intended recipients.
