Under the 1973 War Powers Resolution, the President can deploy U.S. armed forces into hostilities for 60 days without initial Congressional approval, provided they notify Congress within 48 hours. A 30-day withdrawal period is permitted afterward, but the troop presence must end if Congress does not authorize a longer period.
